<title>Government launches National Citizen Service</title>

<description>The Prime Minister has launched the National  Citizen Service, which is a non-military voluntary form of national service for  every teenager. The National Citizen Service will bring together 16 year olds  from different backgrounds and across the country to become community volunteers  and join in outdoor pursuits. Tim Loughton, Minister for Children and Young  People, has stated that the scheme helps with the transition to adulthood.  </description>

<title>Irish Civil Partnership Bill enacted</title>

<description>The Civil Partnership Bill has been signed into law in the Republic of Ireland.  The new law will come into effect in January 2012. Under the new law, homosexual  civilly registered partners will receive most of the benefits of legal marriage,  particularly in areas such as tax, social welfare, pensions, succession and  property. Marriage registrars who refuse to conduct the ceremonies, and any  individual or group who refuses to rent facilities for them, face criminal  charges and a possible six month prison term and up to &euro;2000 in fines. </description>

The scheme provides support to victims in the UK on a spouse or partner visa who have been forced to leave their home because of domestic violence. <title>Research on income to meet the minimum standard of living from JRF</title>

<description>  Joseph Rowntree Foundation (JRF) has published new research revealing that people on low incomes need to earn more in order to meet a minimum standard of living. The research is based on what ordinary people think should be a part of the minimum budget, which includes things that people need physically and need in order to participate in society. A single person now needs to earn at least 14,400 per year, as opposed to 13,400 in the past two years. Couples with two children need to earn 29,200 as opposed to 26,900.     </description>
